If you book from close-up whale photos alone, you may end up with an unlicensed trip, no swim on the day, fewer rotation chances than expected, a weather cancellation, or a tight Vava'u flight-and-stay plan.

Four-client guide rotation
How will boat size and rotations affect my real chance to enter the water?
The Tonga regulations limit in-water access with one pod to no more than four clients plus one trained local guide per certified vessel. (Tonga Whale Watching and Swimming Regulations 2013)

No chasing, no touching, and calf restraint
